										<content:encoded><![CDATA[<p style="text-align: justify;">The STARGATE booklet offers a comprehensive overview of the project&#8217;s objectives, challenges, and impact, detailing the 16 project case studies from six European countries. These pilots are designed to encourage stakeholders in the community to adopt climate-smart agriculture concepts in the pilot regions. Additionally, they focus on co-designing and co-creating STARGATE policy recommendations and climate-smart farm and landscape management tools, following a multi-actor approach.</p>

<p style="text-align: justify;">A severe drought has been affecting the western Mediterranean, reducing soil moisture and river flows, and stunting plants and crops during their crucial growing season. <strong><a class="ecl-link" href="https://publications.jrc.ec.europa.eu/repository/handle/JRC134081">A new report on drought in the western Mediterranean</a></strong> from the<a class="ecl-link" href="https://joint-research-centre.ec.europa.eu/european-and-global-drought-observatories_en"> JRC’s Copernicus Global Drought Observatory </a>reveals the extent of the water shortage hitting the region.</p>
<p style="text-align: justify;">Many parts of the western Mediterranean have seen persistently <strong>low rainfall</strong> for more than a year. This, combined with an <strong>exceptionally dry and warm late winter and spring</strong>, has caused severe drought in the region, and temperatures can be expected to rise further in the summer.</p>
<p style="text-align: justify;">Between May 2022 and April 2023, temperatures in northern Morocco, Algeria, southern Spain, southern France and northern Italy were up to 2.5°C &#8211; sometimes 4°C – higher than average. Long-lasting and intense heatwaves contributed to these records. The conditions in late spring 2023 were worse than those of 2022, when a severe-to-extreme drought developed over Europe affecting water resources, agriculture and energy production.</p>
<p style="text-align: justify;">In addition, the JRC’s indicators point to widespread <strong>low river flows </strong>caused by the lack of rainfall. Spain is experiencing water shortages, particularly in Andalusia where water reservoirs are at about 25% of their capacity. Most of the western Mediterranean is now under <strong>warning and alert conditions</strong> (the two most severe levels) according to the combined drought indicator, which integrates data on rainfall, soil moisture and vegetation stress anomalies to map drought hazards. Identifying the drought level in this way plays an important role in helping to manage and monitor water resources in both the short and long term.</p>

<p>EXECUTIVE SUMMARY:</p>
<ul style="list-style-type: square;">
<li style="text-align: justify;">Most of southern and western Europe is affected by substantial anomalies of soil moisture and river flow due to an exceptionally dry and warm winter.</li>
<li style="text-align: justify;">The snow water equivalent in the Alps is far below the historical average, and is even lower than that for the 2021-2022 winter. This will lead to severe reduction of snowmelt contribution to river flows in the perialpine region during spring and the early summer 2023.</li>
<li style="text-align: justify;">Impacts of the emerging drought are already visible in France, Spain, and northern Italy and raise concerns on water supply, agriculture and energy production.</li>
<li style="text-align: justify;">Seasonal forecasts show a warmer than average spring over Europe, while precipitation forecasts are characterized by higher spatial variability and uncertainty. Close monitoring and proper water use plans are required to deal with a season that currently has a high risk of being critical for water resources.</li>

										<content:encoded><![CDATA[<p style="text-align: justify;">This study examines how the experienced and projected increase of extreme weather and climate events throughout the EU territory impacts the agricultural production in the EU, hence triggering adaptive solutions by the sector and possible policy responses to make agriculture more climate-resilient.</p>
<p style="text-align: justify;">It provides an overview of the impacts of extreme weather events that can be associated with climate change and available solutions for the agricultural sector.</p>
<p style="text-align: justify;">It also examines to which extent the actual policy instruments pro-actively support the adaptation of the agricultural sector, both at EU and national levels and provides best practice examples drawn from case studies on how to further contain the adverse effects of climate change for agriculture.</p>

										<content:encoded><![CDATA[<p style="text-align: center;"><strong>Scaling up sustainable practices for enhancing agrifood system resilience and adaptive capacity</strong></p>
<p style="text-align: justify;">Egypt’s vision for 2030 recognizes the vulnerability to climate change and identified risk of climate change to natural resources and accordingly to livelihood of the Egyptians. It calls for rational use of the limited water and addressing consequences of the sea level rise on the fertile land of the Northern Delta. The recent Egyptian nationally determined contributions (NDC) promotes water use efficiency, reuse of wastewater, desalinization and rainwater harvesting in addition to changing cultivars to those that are more tolerant to heat, drought and salinity.</p>
<p style="text-align: justify;">Operationalization of the Egypt’s vision requires transforming the agri-food system, to be more efficient, more resilient and more sustainable that allow the sector to adapt to climate change and contribute to the reduction of GHG emissions at the sometime enhance resilience of those at the forefront of the impact of climate change. Climate-smart agriculture (CSA) is an approach that helps guide actions to transform agrifood systems towards more productive, sustainable and resilient practices.</p>
<p style="text-align: justify;">This report presents number of major agricultural practices applied by small-scale farmers and private sector as well as national wide programmes implemented by the state; that have been examined and analyzed against the CSA’s pillars illustrating role of the public and private sectors, civil society organizations, and women and youth in the adoption CSA practices.</p>
<p style="text-align: justify;">In this context, <strong>this publication aims at raising awareness of the relevant stakeholders on the significance of assuming CSA as an approach to address challenges of climate change and support the policy making processes in Egypt to achieve the SDGs</strong>. A major objective of this report is scaling up through providing successful models based on scientific investigations for investment in promoting CSA practices contributing to sustainable agrifood systems in Egypt.</p>

										<content:encoded><![CDATA[<p style="text-align: justify;">Climate change is one of the greatest challenges of our time. Rising temperatures, fluctuating rainfall patterns and increasingly frequent extreme weather events, all pose serious threats to food systems. The impacts of climate change are already affecting food security and are expected to continue to threaten crop production and livelihoods, increase food prices, and negatively affect nutrition, biodiversity and labour productivity. Changing climatic conditions also increase pressures on natural ecosystems and resources such as land and water, and contribute to soil erosion, deforestation, water scarcity, pollution and overall land degradation.</p>
<p style="text-align: justify;">This briefing note published by FAO intends to inform policymakers and other stakeholders about recommended practices tailored to specific crops, and support them to make a transition to more sustainable agricultural production that can deliver benefits for both climate adaptation and mitigation. The note outlines practices that can support a transition to more sustainable and resilient crop production systems, also highlights the contributions these practices can make toward achieving the SDGs.</p>

										<content:encoded><![CDATA[<p style="text-align: justify;">The EEA&#8217;s ‘Soil monitoring report’ presents a comprehensive set of common indicators to assess soil health as well as risk-based thresholds to inform protection and restauration needs and soil-related policies in Europe. The selected indicators address soil organic carbon, nutrients, acidification, pollution, biodiversity, erosion, compaction and sealing. For each indicator, the EEA report identifies thresholds beyond which soil functioning, for example for water purification or food production, is negatively affected. These thresholds can be regarded as critical tipping points for soil health and action points to safeguard soils. The EEA assessment supports the EU soil strategy for 2030, which is an integral element of the European Green Deal with the overall aim of ensuring healthy soil ecosystems and sustainable use of EU soils.</p>

										<content:encoded><![CDATA[<h4 style="text-align: center;"><span style="color: #202a00;">Recommendations for Maintaining and Expanding Climate-Smart Agricultural Practices</span></h4>
<p>This paper provides insight and recommendations on the challenges facing “early innovators.” Early innovators are our leaders in conservation agriculture. They have tested and developed climate-smart practices, demonstrated the benefits, and paved the way for others to follow. Unfortunately, early innovators can be excluded from public and private conservation programs, which target incentives toward farmers who are new to the conservation space.</p>
<p>As public and private investments in climate-smart agriculture increase, we risk excluding the very leaders who blazed the trail for the expansion of climate-smart agriculture. Our goal should be to develop an agricultural system that encourages maintenance of existing climate-smart practices, continued innovation, and broader adoption of climate-smart practices by producers who have not yet been persuaded to adopt them.</p>
